This gem is overrated imo.

Lets see.. how many classes do we have that use(can make use of) attack power?

Hunters
Shamans
Rogues
Warriors
Paladins
Druid

Okay, so this is no good gem for:

Shamans
Paladins
Warrior

since these three classes all gain 2 ap from 1 strength, which would be a much smarter choice (+8 strength) since that can be boosted by Blessing of Kings which is one of the most common buffs. So lets look up talent buffs, maybe there's some nifty +ap-talents which would make this an efficient gem?

Paladins - Not a single +ap talent in any way. They do have one tier 1-talent which can give you up to 10% more strength! So a paladin with this gem would just be plainly silly.

Warriors - Yet again no +ap talents... The only +stat-talent there is can be found in the Protection tree, tier 8-talent, 5% stam, 10% strength if maxed (5 pts), so here an AP gem would be wasted anyway, since as mentioned before, the BoK is a very common buff.

Shamans - Nothing here either. =/ so even here a +strength gem would be more effective.

Okay, those three classes worked out, if a Shaman, Warrior or a Paladin does have a +16 AP gem in his gear, then he/she's just being stupid.

Now i'm not sure of druids, if they gain 2 ap from 1 strength even in cat form, then this applies to them aswell, otherwise, this gem could actually be useful for a class... I'm not so sure about druid mechanics, but i think +8 agility would be a good choice, though, i still wont say that this gem is useless for that class.

Moving on...

Rogues - Although the rogue class do have one talent increasing AP by 2/4/6/8/10%, the AP gem is still crap. An +8 agility gem would be more powerful for raiders, pvpers, soloers.

Why for raiders? First of all, you almost ALWAYS have kings while raiding, so that's 10% extra agi, and if you're raiding you're (hopefully) specced combat, so you will have another +2% to agi (and 4% to stam), and even without those, 1 point of agility is more worth than 2 ap for a rogue. Considering extra crit, %-buffs etc.
For pvpers, agility provides a huge chunk of dodge, which is nice, and the +crit isnt bad either. And if you're doing 5v5 arena for example, chances are you have a paladin with you, so you'll have kings thrown at ya.
For soloers the reason is pretty much like the one for pvp.

And now we have.. Hunters left.

First of all, hunters do have 1 ap-increasing talent in the MM-tree, which has potential to reach 10%. But, in the same tree, a bit farther down, they have a 2%-increase to agility. And since both MM and SV favor from crit so much(Agility) before AP, this gem isnt very good for those.
So what about BM then? well i have to admit pure AP is good for BM hunters, but i'm not sure if 8 agi or so beats that.. so i'll rest my case here.

In short:

If you are any of the following classes/speccs, do NOT purchase this gem.

Warrior (Go for +8 Strength)
Paladin (Go for +8 Strength)
Shaman (Go for +8 Strength)
Rogue (Go for +8 Agility)
Hunter, MM or SV (Go for +8 Agility)

BM Hunters and Druids are the only classes/speccs i am not sure if this gem is better for... so you'll have to work that out yourself. :)

Hope this helps some of you to rethink your gemming since i see LOTS of people of the classes above with this gem.

An 8agi gem gains the normal 8ap and .2% crit for BM hunters. So, it's either twice the AP, or half as much and a bit of crit.

Toss up really, unless you're lacking one or the other, then get the gem to fill in. That's what gems are for after all.

I recently purchased this design on Guilneas server for 300 gold and been selling them for 75 g with not a problem. It is by far one of the best cuts for the Living Ruby / sold 5 of them today alone.

lawl its a random drop of many things it can be found in chst mining random mob drops ect...
