An unintended side-effect of the Shadowlands pre-patch event quests in Icecrown is that players are phased out of the regular zone, unable to complete Argent Tournament dailies or zone into the dungeon and raid. In its place, you can complete pre-patch Icecrown dailies for

Guide to the Shadowlands Pre-Patch Death's Rising Event and Scourge Invasions
The Scourge are attacking all of Icecrown, including the Argent Tournament. The pre-patch event only lasts two weeks, ending with the release of Shadowlands, so at least this change isn't permanent. It would be helpful in the meantime if Blizzard spawned a Zidormi NPC to let players still complete their Argent Tournament dailies, like they do for holidays such as Hallow's End, but according to Blizzard support this is unlikely:

I don’t believe there is currently an option for that, no. The area is under attack from the scourge and likely won’t return to normal until after the event is over.
If you're really impatient to get the Argent Tournament dailies done, and don't mind putting off the Death's Rising quests for a few days, you can drop the quest

and relog. Upon logging back in, the Argent Tournament will have phased back to its original state.
